Fears that earthquake-hit brothels may move to the suburbs have the Christchurch City Council considering a crackdown on their locations. Councillors will discuss whether to develop a bylaw regulating the issue at their meeting on Thursday. A staff report said brothel locations could become an issue because many central-city brothels were damaged in the February 22 quake and could try to reopen elsewhere.
The Prostitution Reform Act required the council to consider whether a prostitution business was likely to “cause a nuisance or serious offence” when considering a resource consent application. The report said the council “might not have an opportunity to consider these matters” if brothels chose to relocate as a resource consent was not always needed.
